Traveller Cultural Awareness & Anti Racism Training Framework

Traveller organisations and Primary Health Care for Travellers Projects (PHCTPs) provide Traveller Cultural Awareness and Anti‑Racism Training (TCAART) to organisations and agencies across the statutory, community and voluntary sectors. This training supports the development of more culturally sensitive services for Travellers by strengthening understanding of Traveller culture, Traveller health inequalities, and the effects of racism on health and wellbeing.

This work was undertaken on behalf of the National Traveller Health Implementation Group (NTHIG) and forms part of Action 18 of the National Traveller Health Action Plan 2022-2027.

A Framework for the delivery of Traveller Cultural Awareness & Anti-Racism Training to HSE Staff

This report presents a national framework for the delivery of Traveller Cultural Awareness & Anti-Racism Training to HSE staff. This framework which was developed through stakeholder engagement, sets out a shared approach and vision for Traveller led TCAART training for HSE staff and outlines best practice including, setting out a minimum standard for training (which can be built on as required). This framework aims to support Traveller organisations, Traveller Primary Health Care Projects and Traveller Health Units to implement best practice in relation to TCAART.

A Report into the delivery of Traveller Cultural Awareness Training. Mapping TCAT Provision in 2025

This report provides a national snapshot of Traveller Cultural Awareness Training (TCAT) delivered by Traveller organisations and Primary Health Care for Travellers Projects (PHCTPs) throughout 2025. The findings are based on information gathered through a national scoping exercise undertaken to inform the development of a national framework for delivering Traveller Cultural Awareness and Anti Racism Training (TCAART) to HSE staff, as part of the implementation of Action 18 of the National Traveller Health Action Plan 2022–2027.

Training Resources

Resources to support the delivery of TCAAT can be found in the next section. These resources have been developed by Traveller organisations/Primary Health Care for Travellers Projects and they have kindly agreed to share them with other organisations delivering TCAART. The resources are not meant to be an exclusive set of resources or don’t claim to be extensive and so act as an aid to delivery.
